Canada launches first-ever Tech Talent Strategy

The Canadian government has launched its first-ever Tech Talent Strategy to support the growth of high-growth industries and attract top talent. The strategy includes several measures aimed at helping businesses thrive and promoting innovation in the competitive landscape.

Measures to Attract Talents

These measures include the following:

  • An open work permit stream will be established for H-1B visa holders in the US, allowing them to apply for a Canadian work permit. Additionally, study or work permit options will be available for their family members accompanying them.

  • The development of an Innovation Stream under the International Mobility Program aims to attract highly talented individuals. This includes offering employer-specific work permits for up to five years to workers who will contribute to Canada’s industrial innovation goals. Open work permits for up to five years will also be provided to highly skilled workers in specific in-demand occupations.

  • The processing time for work permits under the Global Skills Strategy will return to the 14-day service standard.

  • Canada will be promoted as a desirable destination for digital nomads. The digital nomad strategy would allow people with a foreign employer to work in Canada for up to six months.

  • A STEM-specific draw will be introduced as part of the category-based selection process to issue additional invitations to apply under the Express Entry program. As a matter of fact, the first STEM round will open the week of July 5, 2023.

Improvements will be made to the Start-up Visa Program, including an increase in available spots for 2023 with further increases planned for 2024 and 2025. Applicants will have the opportunity to apply for a work permit lasting up to three years, rather than the previous one-year duration.

Instead of being limited to working for their own start-up, applicants can now apply for an open work permit that allows them to work for any employer. The three-year open work permit will be available to all members of the entrepreneurial team, not just those considered essential and urgently needed in Canada.

Applications supported by venture capital, angel investor groups, and business incubators, as well as applications supported by business incubators affiliated with Canada’s Tech Network, will be given priority.
